Our work in employment equity began in 1991 with the Breakwater Monitor project, South Africa’s first benchmarking service in this space. We then partnered with USAID to support the Department of Labour in implementing the Employment Equity Act.
This six-year engagement (1996–2002) shaped our deep, practical expertise in both policy and implementation.
